' But after infinite discussion and mature deliberation he had realized that if a system of secular edu- cation only were adopted, teachers of religion must be em- ployed, as w^ell as those instructors w^ho w^ere originally en- gaged, and that would be too much for the poor to afford. He, therefore, proposed that his measure should provide that it should not be law^ful for the board to sanction the es- tablishment of any school in which it was not part of the reg- ulations that the authorized version of the Scriptures should be taught.
