As to modes of participation^ the description given of them will, I believe, be found suffi- ciently comprehensive. To appropriate them to this or that great person, in or out of office, would at present be an useless labour. The act has done its part : the books of the council board and the treasury — not forgetting the office of the secretary of state for the home department — these, with or without certain documents from the colony, and a little ex- planatory oral evidence, which need not be wantmg, would do the rest.
