What reading level is The Works volume 4 Set 1 book?
To quickly assess the difficulty of the text, read a short excerpt:
Indeed, if my memory serves me, in the first plans of the constitution submitted to the convention, the 2:)reamble commenced with " we the j^eople of New Hamp- shire, Massachusetts, " and so on, enumerating all the States, as in the Declaration of Independence ; but afterwards the phraseology was changed, and the expression, " we the peo- ple of the United States, " as it now stands in the preamble, adopted in its place ; from which, those who think with the Senator infer, that the constitution... was ordained and estab- lished, not by the States as separate and distinct communities, SPEECHES. 357 but by the people of the whole, as constituting an aggregate mass of individuals. It becomes important in this view to inquire why a change of phraseology w^as made. Were the names of the States dropped, and the present phraseology adopted, with the intention to support this interpretation, or with some other motive ? The constitution itself will answer the question. The very last article provides, that the ratification by nine States shall be sufficient for the establishment of the constitution between the States so rati- fying the same.
