That proposition is now up...on our calendar, for the ac- tion of Congress. All at once it is discovered that a change of name will do as well as a change of the Con- stitution. Strike out the word " distribute " and insert the word " deposit," and incontinently the impediment is removed ; the constitutional difficulty is surmounted, and the distribution can be made." He showed that to the States themselves the moneys distributed would either be useless, or else — and much more probably — they would be fruit- ful sources of corruption and political debauchery.
