The amendments are intended to preserve open space, protect natural resources and to limit the rate of residential growth by requiring that new subdivisions and multi-family projects that come before the Board be limited as to the number of homes that can be built in any one year. If adopted, the annual limitation on the number of new homes will not affect building permits for any lot that exists at the time the ordinance is adopted. It will only limit new homes resulting from future subdivisio...ns and future multi-family site plans. In the matter of growth, state law does not allow a community to stop growth, and requires that every community continue to pay the cost of services for existing as well as future growth. However, the law does allow a community to manage the rate at which growth occurs. If adopted by the voters, the proposed amendments used together with the financial CIP above should assure that the annual number of new homes should not outpace Belmont's ability to pay for the services necessary for such growth; services such as fire, police, schools, roads and administration.
