Secretary Cameron, just before his retirement from the War Department to accept the Mission to Russia, addressed a letter to Senator Wilson, in which he said : ' ' No man, in my opinion, in the whole country, has done more to aid the War Department in preparing the mighty army now under arms, than yourself ; and be- fore leaving this city, I think it my duty to offer to you my sincere thanks as its late head.
