Their ideal is some form of constitutional government, such as the Parliament of 1877 ; but I do not know that any section of them are sufficiently definite or practical in their organisation to have any detailed programme. They and their literature are the objects of the special sus- picion and severity of the Ottoman Government, and a Christian rising creates less alarm than a conspiracy among Ottoman schoolboys.
Now, it may be that this horror of reforms springs from a correct instinct that ...any change in the present order of things would endanger the rule of Moslims over Christians. If we assume that it is desirable to continue the Ottoman Govern- ment — an assumption which no one but a Turk need make — we must admit that this implies the superiority of Turks to Christians. It does not mean the equality of Turks and Christians ; that is a thing which is talked of but never realised, for the very good reason that it is impossible. As long as force rules, the Turks are superior to the Christians.
