Annexed herewith are tabular statements of the amounts of United States postages derived from the mails transported by the aforesaid steamship lines, respectively, from the dates of commencement of service under said contracts up to the 31st of December, 1857. I am, very respectfully, your obedient servant, A. V. BROWN. Hon. Jambs L. Orr, Speaker of the House of Representatives. This article of contract, made the ninth day of May, in the year one thousand eight hundred and fifty-seven, between ...the United States of America (acting in this behalf by their Postmaster General) and Cornelius Yanderbilt, and Daniel Drew and Edward N. Dickerson as sureties, witnesseth : That whereas the existing contract for ocean steamship service be- tween New York and Bremenhaven, via Southampton, will expire on the first of June next : And whereas the Postmaster General is authorized by the first sec- tion of the act of March 3, 1845, ** to contract for the transportation of the United States mail between any of the ports of the United States and a port or ports of any foreign power whenever, in his opinion, the public interest will thereby be promoted :" And whereas Cornelius Vanderbilt hath proposed " to transport the United States mail to Southampton, in England, and to Bremen, and back to New York, for the year ending June 1, 1858, the first trip on June 13, 1857, and the last outward trip on May 15, 1858, (making thirteen round trips,) for the gross amoiint of the United States post- ages, sea and inland, subject, if deemed necessary by the Postmaster General, to the approval of Congress, and appropriation of money for the payment thereof," which proposal has been accepted by the Post- master General, under the authority hereinbefore referred to, and under the belief that the temporary continuance of this service is re- quired by the public interest, until such time as Congress shall be enabled to provide lor a permanent contract or arrangement for trans- porting the mails to and from Great Britain and Germany : Now, therefore, the said Cornelius Vanderbilt, as contractor, and the said Daniel Drew and Edward N.
