For example, a final decision usually reflects a balance between construction cost and envi- ronmental disturbance. At the same time, decisions do not compromise safety, reliability, sound construction standards, and the capability to transmit the required amount of energy. Thus, selection of rights-of-way must limit undesirable environmental impacts while enabling a company to provide reliable electrical service to its customers and retain a reasonable return for its investment.
