With one eighteenth the area of France, Belgium has a total traffic tonnage sixty-nine per cent as great. With only one nineteenth the area, little Belgium has a traffic tonnage equal to one fifth that of mighty Germany. This tremendous traffic is to be accounted for partly by the fact that Belgium has a much denser population than France or Germany, and partly by the f...act that per- petual peace is guaranteed to her without the existence of a huge standing army and powerful navy. Practically all of her people and her capital may constantly be de- voted to industrial pursuits. But a third very import- ant factor is the passage of an enormous foreign traffic through Belgian territory. Twenty-four per cent of the entire traffic is international, and of this amount, twenty- five per cent is with France, and seventy -five per cent with the Netherlands and Germany.^ This international traffic is entirely due to the geo- graphic location of Belgium, and might have been included under the geographic advantages enumerated above.
