The colonels of the reserve army can act as brigade commanders. When the brigades are grouped in divisions for tactical instruction, colonels can also act as division commanders if necessary, although in respect to the command of the divisions of the reserve army, it may be well to have them com- manded by brigadier-generals of the army.
