The guy is a Deputy United States Marshall, with strong authority. Ge can deputise any of the others, and then search all the wagons, one by one for the ammunition. They know who was caught searching inside the wagons do can "sweat" im until he reveals where it is. The crooks can be held back with loaded guns as Matt and his deputies would still have SOME ammunition.
