To quickly assess the difficulty of the text, read a short excerpt:
This change in thinking about the possible forms of transition on an international level from capitalist relations to socialist relations is in its infancy in East Germany. This vision of what would constitute a meaningful reform of the capitalist ground rules in the international arena is the one key ingredient that is still missing from this diplomacy and from this 'New Thinking. ' Except for the importance of the state as the 33 institution that should be empowered to negotiate the ground ru...les and regulations, the East Germans have no alternatives to offer. While East German economists have begun to recognize that certain key tools of financial and economic transactions are not in their essence capitalist devices, they are not very far along in identifying the kernal that is in a sense 'objective' and the shell that gives these devices their 33 capitalist essence in the current times. They are therefore unable to offer concrete suggestions for the proper institutions that should be organized on an inter-state basis.
