On 12 Jan. 8 Mr. Wilson went before Congress and delivered the address which contained the Four- teen Points of peace, a message which was greeted both in the United States and in Europe as a veritable I\Iagna Charta of the nations. Mr. Wilson had again become the spokesman of the aspirations of mankind, and from the moment that this address was delivered the thrones of the Hohenzollerns and the Hapsburgs ceased to be stable.
