"Straightway the word *Fire!' is given, and they blow the souls out of one another, and in place of sixty brisk, useful craftsmen the world has sixty dead carcases, which it must bury and anew shed tears for. They lived far enough apart; were the entirest strangers; nay in so wide a uni- verse, there was even, unconsciously, by com- merce, some mutual helpfulness between them.
How then? Simpleton! Their governors had fallen out,... and instead of shooting one another, had the cunning to make these poor blockheads shoot." Futile indeed is the mission of militarism in 14.6 WORLD POWER securing justice or securing peace. The watch- word of European militarism for the past gen- eration has been, "To secure peace be prepared for war." That lie is discredited forever. Has not this war leapt out of an armed peace? Can it be doubted that it made arbitration impos- sible? Did not the combatants refuse to appeal to reason because they were organized and equipped to the last button on their uniform and the last drop of oil in the machinery of war?
